Sacramento Update
The Governor signed over 60 housing bills this year. Here are just a few of the big ones:
AB 12 (Haney): Limits the amount a landlord can charge as a security deposit
SB 1335 (Eggman): prohibits property owners from using credit scores as a way to determine suitability for a rental
SB 4 (Wiener): Allows religious institutions and nonprofit colleges to build housing on their property, regardless of zoning
SB 423 (Wiener): Streamlining for affordable housing
SB 684 (Caballero): Streamlining for smaller homes, homeownership opportunities
AB 1332 (Carrillo): Requires cities and counties ot have a catalog of pre-approved ADU plans
AB 1033 (Ting): Allows the individual sale of ADUs
Legislative Guest: Assemblymember Juan Carrillo
Assemblymember Carrillo is a city planner by profession, and worked as a city planner in the Coachella Valley for many years.
His experience struggling (even as a city planner!) to get an ADU permitted drove him to introduce AB 1332 this year, which was passed and signed by the Governor.
Looking forward:
Assemblymember Carrillo is working on a bill to create additional funding mechanisms for housing, potentially through tax increment financing. He is looking to introduce the bill early in the session, and looks forward to building a coalition to support it.

New Way Homes: Local Ballot Measure Would Stop Housing
Requests help defeating a Santa Cruz ballot measure that would require projects over a certain height to go to the ballot prior to moving forward & would raise the inclusionary requirement to 25% (project killer)
